Bodenökonomie - im Dienste des Transformationsprozesses?

Abstract

Der Bericht behandelt Fragen zum Thema Bodenökonomie in den neuen Bundesländern. Bodenökonomie umfaßt sowohl die sozio-ökonomische und umweltverträgliche Nutzung des Produktionsfaktors Boden als auch die Gestaltung eines längerfristig orientierten Flächenmanagement. Nach der Wende traten völlig neue Besitzverhältnisse in den neuen Bundesländern ein. Um den Boden effizient zu nutzen mußten die Umweltaltlasten beseitigt werden. Da der Erwerb von Boden und die Sanierung kapitalintensiv sind, können Bürger der neuen Bundesländer kaum Grundstücke kaufen. Für externe Kapitalanleger hat der Kauf von Boden in den neuen Bundesländern Vorteile (relativ niedrige Immobilienpreise, hohe Abschreibungsmöglichkeiten, staatliche Begünstigungen).Es entsteht die Strategie der Bodenvorratshaltung. Der daraus resultierende Anstieg der Bodenpreise hat für mittelständige Unternehmen sowie Städte und Gemeinden der neuen Bundesländer hauptsächlich negative Auswirkungen. Hieraus entstehen innenpolitische Konflikte, die nur durch eine Verbesserung des Transformationsprozesses entspannt werden können.
