Abstract

Public administration is a system that operates according to a set of principles ("according to its own order"), but which is also influenced by certain developments in the society in which it is integrated. The particular quality that defines this system lies in the fact that the decisions are produced according to the particularities established by the public authorities and not by the impersonal forces of the market. At the same time, these priorities can be supported by the monopoly of state action, regarding the legitimate use of force and coercion.Decisions are a basic component of the day-to-day business of today's managers, both in the public and private sectors. Although work has started to address decision-making models useful to the private sector, there is no similar interest in similar public sector studies. However, we must not be indifferent to the way in which the local budget is adopted, how the decisions to traffic a city or the prevention of road accidents are based on the cost of certain goods purchased by the authorities of the administration, because the source of financing represents public money.
