De la couverture maladie universelle aux politiques d'accès à l'assurance-maladie complémentaire : diversité des modèles et des protections

Abstract

In this paper, we seek to characterize the contemporary transformations of the health insurance by showing that they reflect both the growing importance of ?social rights? and the penetration of the logic of insurance. Firstly, we recall the debates that have punctuated the legislative process of the universal health coverage, in order to situate the challenges the generalization of supplementary health insurance. Then, we show that current complementary schemes combine the three stylized types of social protection (assistance, social insurance and the private insurance). Eventually a complex map of health insurance emerges, which is segmenting the population by mode of access and more or less protective status, attached to their supplemental coverage.
