L'évaluation des stratégies de lutte contre la corruption

Abstract

In the last few years, anti-corruption sentiments and campaign have been growing throughout the world. Such a trend in societies? preoccupation highlights the need to ponder our ability to assess the anti-corruption strategie when formulated or during their implementation. In this paper, we discuss the difficulties involved in evaluating such a complex undertaking. To deal with the task, we develop first an evaluation framework based on the empirica literature. Then we discuss its validity by looking at the Hong Kong anticorruption case, which is widely seen as one of the real successes in the struggle against corruption. We finally make a few recommendations to improve the effectiveness of anti-corruption strategies.
