Abstract

We study modern maritime piracy through an economic perspective. First, we define piracy and describe its evolution over time, from 1995 to 2007, and over space, thanks to detailed geo-localized data. Second, we analyze the main macro-economic causes and consequences of piracy. We notably observe that piracy is linked to the so-called weak states. Then, we try to characterize the costs of piracy in terms of shipping and international trade. Last, we study the micro-economic mechanisms driving piracy, such as the trade-off between crime and income opportunities.
