L’évaluation des politiques publiques : enjeux, méthodes et institutions

Abstract

This paper presents the objectives, and the technical and institutional challenges of the evaluation of public policies. Evaluation aims at increasing academic knowledge, providing guidance to policymaking and contributing to the wider policy debate. Far from reserving political decisions to a narrow group of experts, evaluation process is, on the contrary, a necessary condition for citizens to engage in the public debate and make informed choices. Expertise consists mostly in the choice of evaluation techniques, depending on data available and the policy design. A non-technical review of these techniques is presented, contrasting their advantages and limits. Finally the paper discusses the institutional design which is key for making policy evaluation a success.
