Efficacité énergétique dans le bâtiment et paradoxe énergétique : quelles conséquences pour la transition énergétique ?

Abstract

?Energy efficiency in the housing sector can substantially reduce greenhouse gas emissions. In this paper (i) we analyze the energy efficiency renovation expenditure staking into account investment profitability and (ii) we identify the characteristics of the households who do not renovate even if the investment is profitable (that is to say if energy costs are higher than energy savings). We obtain as a main results that the household?s occupancy status and the capital access difficulty can explain the absence of investment even if it is profitable. We also find that investment profitability is not the key determinant of the decision to invest. This result is in line with the literature that suggests households do not use the present value criterion to invest in energy efficiency measures because of market barriers. Therefore, it is necessary to encourage investment with public policies.?
