Droits et devoirs du RSA : l’impact des contrôles sur la participation des bénéficiaires

Abstract

The RSA is a social benefit designed to support the poorest households, coupled with support for professional or social integration. Access to this support is a right which in turn implies a duty for the beneficiary: failure to comply with the procedures is subject to sanctions in the form of reduction or suspension of the RSA payment. This article evaluates the effect of sending a warning message to the recipient about the reduction of the allowance on his or her efforts to find employment and his or her maintenance in the RSA program. The results show that the warning increases participation in the integration process and exits from the RSA. The effect of the warning on participation appears to be higher when recipients are distant from the labor market.
