Abstract

This paper presents the mechanisms of an endogenous technical change module, with endogenous R&D decisions, introduced in the applied general equilibrium model for European Union, gem - e 3. We use this module (1) to compare assessments for climate policies (Kyoto Protocol) when technical change is exogenous, with the case it is endogenous and (2) to assess for new R&D based climate change policies.
