18. Information, concurrence et régulation

Abstract

Regulation and competition policy have been profoundly affected by the digitalization of the economy and the market power of tech giants. Paradoxically, technology now enables the circulation and processing of the massive amount of information required for informed central decisions, but it is under the control of a concentrated private sector, and traditional regulatory tools have become obsolete. New regulatory approaches based on influence?thanks to recent advances in information design and microeconomics?rather than on constraint and direct monetary incentives could prove useful.
