10. La crise du financement des universités françaises. Impôt sur le revenu des anciens étudiants ou prêt à remboursement contingent ?

Abstract

To solve the current financial crisis of French public universities, we propose to raise the registration fees up to 1,000 Euros per year of study, but with a delayed payment by students. We discuss the pros and cons of two systems : a graduate income tax system, or alumnus tax, imposed during a limited time span during each former student?s career, and a system of public student-loans with income-contingent repayment clauses. We conclude that income-contingent loans are a dominant solution, in particular from the point of view of universities.
