Abstract

The EU's official development assistance as a whole is about half that of the OECD member countries. Its development cooperation policy also includes a trade component that has evolved considerably between the first Lomé Convention (1975) and the post-Cotonou agreement signed in 2021. This evolution of the EU's trade policy, as well as that of the financing of its external action through the establishment of the European Neighborhood, Development and International Cooperation Instrument, tends to show a standardization of European aid.
