Le consensus de Washington existe-t-il encore ?

Abstract

The role of international institutions in the reform of development policies, in particular the so-called Washington Consensus, has been subject to intensive debates for forty years. These theoretical and institutional debates have led to changes in the content of structural adjustment policies. Starting from a critical assessment, the paper aims to underline the key steps in this process of change, but also the constants. The path towards the alleviation of poverty, inclusive growth, better quality institutions, the issue of gender, or more recently the concept of vulnerability (in terms of both health and the climate) seem promising but need to be actually implemented.
