La décentralisation éducative améliore-t-elle l’efficience technique des écoles primaires en Afrique subsaharienne ?

Abstract

This paper aims to empirically examine the effect of educational decentralization on the technical efficiency of elementary schools in sub-Saharan Africa (SSA). To do so, we use primary data from a survey conducted by the CONFEMEN?s education systems analysis program (CESAP) in 2014 on a sample of 1,429 schools in 10 SSA countries. After estimating a two-stage data envelopment analysis (DEA) model, we arrived at two main results. First, the average technical efficiency of the schools considered is around 68.9 %, and only 119 schools produce from an optimal input basket, suggesting that, all else being equal, about 31.1 % of the resources made available to them are wasted. Secondly, educational decentralization, approximated by community involvement, significantly reduces this efficiency, although the effects differ in magnitude depending on the locality and the type of school.
