Coordination humanitaire en Haïti : le rôle des clusters dans l'externalisation de l'aide

Abstract

The earthquake that hit Haiti on January 12 2010 underlined some of the challenges inherent to a large scale humanitarian crisis in a country accustomed to dealing with protracted crises. This article analyses the coordination mechanism implemented by the Office for the Coordination of Humanitarian Affairs (OCHA). Inclusion and exclusion dynamics will be pinpointed to demonstrate the problems associated with the integration of local actors in coordination and, therefore, the planning of humanitarian aid.
