L'évolution de l'action collective à Villa el Salvador (Lima) : de la communauté autogérée au budget participatif

Abstract

This work analyzes the collective action of the inhabitants of Villa el Salvador, a " barriada" in Lima, by stressing the destructuring of the social fabric that has altered the cohesion of this community since its foundation in 1973. The government policies, the clientelism of some heads of state, as well as the Shining Path and the transformation of the Peruvian political landscape had an impact on the modes of mobilization of the residents of Villa El Salvador. Nevertheless, a community dynamism still exists, as shown by the new forms of collective action that are taking shape in this area (particularly participative budgeting)
