L'impact du SPG européen sur les pays en développement d'Asie

Abstract

The experience of four Asian developing countries shows that the European SPG only offers a limited tarrifs level. Besides, this advantage is still cut down by the tendency that emerge un 1998, at the time of the system?s revision, to multiply special tariffs and to develop graduation. Through special levels, the European Commission tried to introduce in the SPG social and environmental clauses but has met the opposition of developing countries. Moreover, the application more and more frequent of the graduation mecanism could have negative effects on the exchanges betweeen developing countries tempted to defraud and it can emerge on a divertion of exchanges prejudicial to developing countries.
