La stratégie de spécialisation intelligente : un moyen pour favoriser la gouvernance territoriale du développement économique ? Une analyse à partir de la région Normandie

Abstract

Regional innovation strategies were integrated for the first time in the regional cohesion policy of the European Union in 2014. Following the amendment of the legislation, the regions are obliged to communicate a specialization strategy intelligent regional ex ante future financing plans. In this context, they are invited to carry out an approach following an ?entrepreneurial discovery process?, involving the stakeholders of innovation in the region. Based on an analysis of the case of the Normandy Region, we analyze in this study whether the recommended entrepreneurial discovery approach has allowed better coordination between the actors in the service of territorial development.
