Petites fermes des villes, petites fermes des montagnes et soutiens de la Politique agricole commune

Abstract

Based on field surveys, this paper presents two main resilience strategies shared by small farms in two very different territories : the peri-urban area of Montpellier and the Baronnies of the Pyrenees. The first strategy aims at developing high value-added activities, while the second is part-time farming where the farmer combines another paid job with farm work. The Common Agricultural Policy plays an essential role in maintaining farms. However, the distribution of aid, largely on a per-hectare basis, makes the CAP unfavourable to small farms. We show that the administrative burden is considered too heavy in comparison to the amounts received and that CAP support is generally poorly adapted to the needs and constraints of small farms. We qualify this statement by highlighting the heterogeneity of CAP support received by small farms, partly related to their location.
