Les activités productives locales, un enjeu d’intermédiation et de résilience : des KIBS ( Knowledge Intensive Business Services ) aux LIBS ( Local Intensive Business Services )

Abstract

The economic development of cities and regions is based on different drivers and levers studied by a large literature at different scales and in different contexts. The majority of this work questions the local capacity for innovation and export linked to global economic issues. Facing environmental and climate challenges, new paradigms emerged. They are no longer expressed in terms of competitiveness, but rather in terms of resilience and transition, thus forcing public and private actors to rethink the role of the local in our planning models. Based on the analysis of income flows through the theory of economic base, the article aims to better define these local issues, particularly in their productive component. LIBS, in reference to KIBS, are defined by productive activities for local businesses. We hypothesize that these local activities, most often ordinary and low technology, constitute an essential intermediation lever to guarantee the resilience of the territories and initiate an ecological transition. Once the analytical framework has been established, the article discusses, on the basis of three French sites, the intermediation effects of LIBS faced with crises and resilience issues.
