Enjeux et écueils de l’action publique dans les villes moyennes en déclin : une comparaison entre Bourges, Moulins et Nevers

In France, medium-sized cities are often presented as among the most affected by urban decay in all its forms. In this context, this article seeks to highlight the discrepancies between these representations and the dynamics observed in three intermediate urban areas of central France: Bourges, Nevers and Moulins. A comparative approach at different scales shows the diversity of the socio-spatial aspects and effects of urban decline. Similarly, the study of the public policies trying to address these dynamics shows common tensions and issues to non-metropolitan contexts, but also and the peculiarities of each territory. Finally, this article makes it possible to question the stakes and the pitfalls linked with setting urban decay on the political agenda, both at the national and at the local level.
