Effets pervers des conditions d’action de l’ONG opératrice de l’aide publique au développement

Abstract

NGOs and aid donors work hand in hand to implement development programs. Even though projects seem to be developed under proper conditions, they face important difficulties to meet the major challenges of their fundamental mission, i.e sustainable development. These difficulties take their origines from public aid is currently organized, mainly because of three binding conditions (procedures, guidelines and project format). Each of these three conditions is dealt with in literature on development, but they are rarely articulated with each other, or with the context of project efficacy. This paper analyses their impact on the achievement of objectives. Through a case study, we demonstrate that each of these conditions can hinder the conduct of the activities as well as the efficiency of the project with regard to its objectives of change in the management of a territory. It raises questions to be considered by both NGOs and aid donors.
