Économie politique des réformes : quelles conditions favorables à l’émergence des réformes et à leur succès ?

Abstract

In this article, we analyze the conditions that facilitate the emergence and the success of reforms. Based on a large literature review mobilizing different methodological approaches, we study, in a first part, the incentives for reforms, by analyzing the reasons why policy makers could be more or less encouraged to undertake necessary reforms. In a second part, we analyze the determinants of their success, by emphasizing more particularly the political economy factors that should impact the political feasibility of the reforms.
