Accès à l’emploi et revenus parmi les sortants du système de formation technique et professionnelle en Haïti : résultats empiriques sur données transversales

Abstract

This article examines the probability of graduates from the Haitian technical and vocational training system (TVTS) gaining employment in the country?s ten geographical departments, and the determinants of the income earned. To address this dual interest, I have exploited cross-sectional data of different types and sources : qualitative (from 75 stakeholders of the TVTS and the economic marketplace, and from 27 training centers), and quantitative (from the 27 centers, and 530 graduates over the period 2011?2016). I carry out three types of analysis : qualitative, descriptive, and econometric. The graduates?low employment rate (34%) suggests the existence of major distortions both in the training and employment systems, and also the ineffectiveness of actions taken by various governments in these areas. The econometric analysis, using univariate probit estimators and earnings functions, shows that it is mostly social capital assets?in the form of relational and family networks?that allow graduates to enter the workforce and also to generate higher incomes, by giving better access to available opportunities. The training sector, the cohort, or the type of training center they attended is also decisive. Policy makers should no longer ignore these crucial aspects in the battle to equalize opportunities for graduates, both between genders and at the social level.
