Konvergencia v európskej sociálnej politike

Abstract

Komunitárna sociálna intervencia má výrazne menšiu oblasť kompetencií a nástrojov ako intervencia na národnej úrovni. Je subsidiárna voči intervencii členských štátov a vymedzená princípmi subsidiarity a proporcionality. Konvergencia ako komunitárna intervencia umožňuje určiť spoločné ciele a porovnávať politiky a dosiahnuté výsledky. Otvorená metóda koordinácie je nástrojom flexibilného riadenia, ktorého cieľom je konvergencia vnútroštátnych politík zameraných na dosiahnutie určitých spoločných cieľov bez zasiahnutia do národnej suverenity. Opiera sa o výmenu informácií a osvedčených postupov a o multilaterálny dohľad. Dnes sa používa v rôznych sociálnych oblastiach, akými sú zamestnanosť, sociálna inklúzia, dôchodky, zdravotná starostlivosť, modernizácia systémov sociálnej ochrany a vzdelávanie a výchova.
