Zahraničná politika a vnútroštátne orgány pre zahraničné styky

Abstract

Autor analyzuje vzťah zahraničnej politiky štátu a vnútroštátnych orgánov pre zahraničné a medzinárodné styky. Definuje zahraničnú politiku ako jeden zo základov suverenity štátu a nástroj na presadzovanie nielen národných, resp štátnych záujmov, ale aj nrodnej, resp. štátnej identity. V tomto kontexte poukazuje na hlavné väzby zahraničnej politiky s vnútornou politikou a na pozíciu a funkcie vnútorných orgánov štátu pre zahraničné styky pri tvorbe a realizácii zahraničnej politiky – hlavy štátu, vlády, predsedu vlády a ministra zahraničných vecí. A to aj s prihliadnutím na ich postavenie v základných systémoch deľby moci – parlamentnom, prezidentskom a polo prezidentskom. V závere autor upozorňuje na niektoré významné tendencie vo vývoji medzinárodných vzťahov, na ktoré sa musela adaptovať činnosť ministerstiev zahraničných vecí.
