Yaoundé, Lomé, Cotonou - bilancia vzťahov Európskej únie a krajín ACP

    Abstract

    Výsledky doterajšej spolupráce medzi ES/EÚ a krajinami ACP nezodpovedajú očakávaniam partnerov. Strany preto pristúpili k podpísaniu novej dohody o partnerstve, ktorá výrazne mení doterajšiu filozofiu rozvojovej spolupráce. Dohoda okrem iného predpokladá nahradenie režimu jednostranných obchodných preferencií (ktorý je nezlúčiteľný s princípmi WTO) systémom recipročných dohôd o hospodárskej spolupráci medzi EÚ a jednotlivými regionálnymi zoskupeniami krajín ACP. Podľa názorov niektorých odborníkov však nová dohoda o partnerstve nerieši kľúčové problémy rozvojových krajín a v dohode definovaný cieľ ich integrácie do svetovej ekonomiky nezodpovedá potrebám krajín ACP. Článok sa zaoberá vývojom zmluvných vzťahov medzi ES/EÚ a krajinami ACP. Autor hľadá odpovede na dve kľúčové otázky: Po prvé, ktoré dôvody viedli EÚ k prehodnoteniu svojej doterajšej politiky voči krajinám ACP a rozhodnutiu nepredlžovať platnosť dohody Lomé IV, ale uzatvoriť úplne novú dohodu o partnerstve? Po druhé, ktoré principiálne zmeny prináša dohoda z Cotonou a či možno očakávať, že nová filozofia rozvojovej spolupráce výrazne prispeje k dosiahnutiu stanovených cieľov?
