Výzvy a príležitosti predsedníctva v Rade EÚ – Analýza inštitútu predsedníctva v Rade Európskej únie

Abstract

Predsedníctvo Európskej únie, resp. Rady EÚ je jedným zo základných inštitútov architektúry Únie. Správne pochopenie funkcie predsedníctva dáva predsedajúcej krajine potenciál využiť tento post vo svoj i únijný prospech. Predsedníctvo nie je len fiktívna kategória, ale má aj reálny praktický obsah. Počas šesťmesačného pôsobenia plní celú škálu funkcií vychádzajúcich zo zakladateľských zmlúv a dlhodobej praxe. Predsedníctvo ponúka danej krajine mnohé príležitosti k prezentácií a presadeniu vlastných priorít, ale prináša i výzvy v podobe politickej reprezentatívnosti či personálneho a technického zaistenia. Česká republika ako prvá z krajín Visegrádskej štvorky predsedá Únii v prvom polroku 2009. Pre zvyšné tri krajiny V4, ktoré ČR v krátkej dobe vystriedajú na predsedníckom poste, sa tým naskytuje príležitosť oboznámiť sa s touto funkciou, a tak previesť úspešné predsedníctvo v budúcnosti.
