K vybraným aspektom vyhodnocovania rozvojovej pomoci

Abstract

Na rozvojovú pomoc sa podľa kritérií OECD ročne vynakladá viac ako 120 mld. USD. Kým na jednej strane proponenti rozvojovej pomoci vyzývajú k väčším objemom takto alokovaných prostriedkov a k dodržiavaniu prijatých medzinárodných záväzkov čo do výšky pomoci ako podielu vlastného HNP, ozývajú sa stále častejšie aj hlasy argumentujúce neefektívnym používaním a plytvaním týchto prostriedkov pre rozličné dôvody uberajúce kredibilitu rozvojovej iniciatíve. Vyhodnocovanie rozvojovej pomoci ponúka významný nástroj pre revidovanie platnej koncepcie a stratégie poskytovania rozvojovej pomoci, dokáže ponúknuť odpoveď na otázku efektivity pomoci a v konečnom dôsledku aj jej opodstatnenosti. Článok ponúka analýzu problematiky vyhodnocovania rozvojovej pomoci z pohľadu prístupov, zainteresovaných subjektov, časového uplatnenia a druhov hodnotenia.
