Abstract

Znečistenie životného prostredia je v ekonomickej teórii hlavného prúdu interpretované pomocou teórie negatívnych externalít. Negatívna externalita vzniká, keď človek nenesie plne všetky náklady svojej činnosti a časť týchto nákladov prenáša na iných. Hospodársky subjekt /znečisťovateľ/ obmedzuje vedľajšími efektami svojej ekonomickej činnosti /znečistením/ hospodársky výsledok iného subjektu a vzniknutú škodu /resp. zvýšené náklady/ mu nekompenzuje. Začlenenie negatívnych externalít do výrobných nákladov znečisťovateľov sa označuje pojmom internalizácia externalít - vtiahnutím do výrobných kalkulácií a do rozhodovaní znečisťovateľov sa externé /vonkajšie/ náklady premenia na náklady interné /vnútorné/.Riešenie problému externalít ponúkajú regulačné limity, Pigouva daň, Coaseho teoréma alebo obchodovateľné emisné povolenia.
