Konkurencieschopnosť, klastre a nový pohľad na priemyselnú politiku EÚ

    Abstract

    Priemyselná politika je významným nástrojom posilňovania konkurencieschopnosti štátov, ale i regiónov či integračných zoskupení. V článku najprv definujeme konkurencieschopnosť. Taktiež prinášame alternatívny pohľad na konkurencieschopnosť zdôraznením významu spolupráce. Práve kombinácia konkurencie a spolupráce (kooperácie) je významným predpokladom vzniku klastrov, ako územných sociálnoekonomických komplexov. V ďalšej časti článku venujeme pozornosť priemyselnej politike. V nadväznosti na to poukazujeme na význam tzv. inovačnej a klastrovej politiky. Ide o nový prístup k ponímaniu priemyselnej politiky a k stanoveniu jej cieľov alebo nástrojov. Klastre, najmä ich iniciácia a rozvoj, sa tak stávajú hlavným predmetom i nástrojom priemyselnej, resp. klastrovej politiky, pričom hlavným cieľom je i naďalej posilňovanie konkurencieschopnosti. V rámci EÚ, ako upozorňujeme v závere článku, by mala podpora klastrov zabezpečiť plnenie cieľov Lisabonskej stratégie.
