Abstract

Die Staatsaufsicht über die Prüfungsverbände sowie die Qualitätskontrolle erfüllen divergierende Zwecke. Ist es einerseits um die Qualität der Abschlussprüfung zu tun, so ist die Staatsaufsicht unverzichtbarer Bestandteil des Systems der genossenschaftlichen Pflichtprüfung. Diese Aufgabentrennung ist verfassungs- und europarechtlich geboten.
