Abstract

Kann die Gaspreisbremse die Inflation wirksam dämpfen? Welche fiskalischen Kosten wirft ihr Einsatz auf? Antworten auf diese Fragen sind wichtig für die Finanzplanung des Bundes sowie für geldpolitische Entscheidungen. Doch die seit dem Jahr 2021 sehr hohe Volatilität der Spot- und Futures-Preise im Energiegroßhandel sowie die spärlichen Informationen über die Überwälzung der Großhandelspreise auf die Endkundenpreise erschweren präzise Schätzungen. Insbesondere stehen kaum öffentliche Informationen über die Vertragsstruktur der Endkunden sowie die Beschaffungsstrategien der Versorgungsunternehmen zur Verfügung. Um die möglichen Inflationseffekte sowie die fiskalischen Kosten der Gaspreisbremse abzuschätzen, treffen wir eine Reihe konkreter Annahmen über die Beschaffungsstrategien und die Vertragsstruktur. Es zeigt sich, dass der Einsatz der Gaspreisbremse die Inflation im Jahr 2023 um 0,25 bis 0,4 Prozentpunkte dämpfen könnte. Bei den fiskalischen Wirkungen ergeben sich für das Jahr 2023 Kosten von rund 15 Milliarden Euro.
