Sozialer Kohleausstieg oder zusätzliche Entschädigung der Industrie?: Das Anpassungsgeld für Kohlebeschäftigte

Abstract

Das im Sommer 2020 beschlossene, staatlich finanzierte Anpassungsgeld soll einen möglichst sozialen Beschäftigungsabbau im Rahmen des Kohleausstiegs unterstützen. Die Analyse aller Erwerbsbiographien im Braunkohlebergbau zeigt, dass die Regelung erhebliche Mitnahmeeffekte verursacht. Braunkohleunternehmen profitieren von deutlichen Einsparungen, da die gängige Praxis betrieblicher Frühverrentungsprogramme nun nicht mehr notwendig ist. Das Anpassungsgeld könnte so auch als zusätzliche Entschädigung für die Industrie betrachtet werden. Mithilfe von Sozialversicherungsdaten aller Beschäftigten zeigen Szenarioanalysen, dass ein starker Beschäftigungsrückgang auch ohne Anpassungsgeld zu erwarten ist: Die Braunkohleindustrie ist von niedrigem Renteneintrittsalter und einer alternden Belegschaft gekennzeichnet. Das Anpassungsgeld wird diesen Prozess allenfalls kurzfristig beschleunigen – und dabei erhebliche staatliche Kosten verursachen.
