Die geldpolitischen Maßnahmen des Eurosystems in der Corona-Krise

Abstract

Die Corona-Pandemie beeinträchtigt die Wirtschaft im Euroraum massiv. Sowohl das gesamtwirtschaftliche Angebot als auch die gesamtwirtschaftliche Nachfrage sinken rapide in einem erheblichen Umfang. Die traditionelle Rolle der Geldpolitik, die Stabilisierung der gesamtwirtschaftlichen Nachfrage, spielt in der Corona-Krise trotzdem eine untergeordnete Rolle. Die Zentralbank kann jedoch verhindern, dass die Krise in der Realwirtschaft auf den Finanzsektor überspringt. Die EZB hat zwei Maßnahmenpakete beschlossen. Diese stellen die Liquiditätsausstattung des Bankensektors sicher und reduzieren eine mögliche Dysfunktionalität einzelner Finanzmarktsegmente. Insbesondere das Pandemic Emergency Purchase Programme (PEPP) ist jedoch unter dem Aspekt seiner demokratischen Legitimation auch kritisch zu sehen.
