Künstliche Intelligenz als Ersatz für Märkte und Wettbewerb?: 100 Jahre nach Mises’ Unmöglichkeitstheorem der sozialistischen Wirtschaftsrechnung

Abstract

Der entscheidende Vorteil der dezentralen sozio-ökonomischen Koordination über Märkte liegt in der Kapazität zum Aufspüren und Verarbeiten von allokationsrelevanten Informationen, die zentralen Planern fehlt. Mit der zunehmenden Verfügbarkeit von Daten und immer leistungsfähigeren Datenverarbeitungstechnologien, insbesondere auf dem Gebiet der künstlichen Intelligenz, werden zentralplanerischen Ansätzen neue Fähigkeiten zugeschrieben. Darin sehen einige mit Blick auf den chinesischen „Staatskapitalismus“ einen wichtigen Faktor im Systemwettbewerb der Wirtschaftsordnungen. Doch auch 100 Jahre nach der Debatte zur Unmöglichkeit der Wirtschaftsrechnung im Sozialismus wird die dezentrale Koordination über Märkte nicht obsolet. Dies ist insbesondere dadurch begründet, dass Märkte nicht nur eine mechanische Optimierung bestehender Optionen hervorbringen, sondern durch die mit ihnen verbundenen Findungs- und Kreativitätsprozesse eine nicht vorhersehbare Dynamik entfalten. Die Innovationskraft einer Wettbewerbsordnung lässt sich konzeptionell auch weiterhin nicht rechnergestützt simulieren.
