Lernförderliche Arbeitsgestaltung in der Sachbearbeitung – eine Aufgabe für Team- und Gruppenleitungen?

Abstract

Organisationen stehen vor der Herausforderung, ihre Beschäftigten auf die digitale Transformation vorzubereiten. Das Lernen bei der Arbeit (arbeitsintegriertes Lernen) kann dabei eine Schlüsselstrategie sein. In diesem Beitrag werden sachbearbeitende Tätigkeiten als Kernfunktion der Verwaltung in den Blick genommen. Es wird der Frage nachgegangen, wie Kompetenzentwicklung, Gesundheit und Zufriedenheit der Beschäftigten durch Lernförderung auf Tätigkeits-, Führungs- und Organisationsebene verbessert werden können. Grundlage dafür ist eine quantitative Befragung von Team- und Gruppenleitungen (n = 144) sowie ihren Mitarbeiterinnen und Mitarbeitern (n = 538) in Verwaltungen von Kommunen und Finanzdienstleistern. Es kann gezeigt werden, dass Lernförderlichkeit auf jeder Ebene positiv mit Arbeitszufriedenheit, Kompetenzeinschätzung und Gesundheit der Beschäftigten zusammenhängt. Führungskräfte werden als entscheidende Treiber für arbeitsintegriertes Lernen identifiziert, die jedoch unterstützende Rahmenbedingungen benötigen.
