Determinantes del exceso de liquidez: evidencia empírica para Bolivia

Abstract

Hasta 2008, el excedente de liquidez se caracterizó por mantenerse en niveles reducidos (Bs1.000 millones en promedio). Sin embargo, desde 2009 estos niveles se elevaron considerablemente (en febrero de 2010 superaron los Bs8.000 millones). La investigación busca las razones que determinaron este comportamiento. A través de estimaciones realizadas mediante el Método Generalizado de Momentos (GMM) y descomponiendo el excedente de liquidez en sus componentes voluntario e involuntario, se encuentra que la acumulación de reservas estuvo motivada por la orientación expansiva de la política monetaria, el crecimiento de los depósitos en MN, aumento en los niveles de volatilidad de los depósitos y un sostenido crecimiento de la actividad económica. A diciembre de 2011, el 77% del exceso de liquidez correspondería al componente voluntario, que en términos de efectividad de la política monetaria es menos peligroso que el componente involuntario. Ello implicaría que si bien existe exceso en los niveles de liquidez, el mecanismo de transmisión de la política monetaria en Bolivia no se encontraría obstruido.
