Economic crisis, Cohesion Policy and the eroding image of the European Union at the regional level

Abstract

As a result of a combination of political and economic crises engulfing the European Union (EU)since 2008 has deteriorated considerably its image among the citizens, undermining its legitimacy and future. Cohesion Policy, providing funding for a variety of investment projects across the European territories that have a direct impact on the lives of the EU citizens, is one the key instruments at the disposal of the EU that could positively influence that image. But does it? The paper probes the extent to which the regional performance in implementation of Cohesion Policy affected the perceptions of the EU before and after the apogee of the economic crisis to shed more light on the capacity of this policy shape the citizens' EU identity across different European regions. La imagen de la Unión Europea (UE) se ha deteriorado considerablemente entre los ciudadanos, como resultado de una combinación de crisis políticas y económicas que envuelve a la UE desde 2008, lo que ha socavado su legitimidad y su futuro. La política de cohesión, que proporciona financiación para una serie de proyectos de inversión en los territorios europeos que tienen un impacto directo en la vida de los ciudadanos de la UE, es uno de los instrumentos clave a disposición de la UE que podría influir positivamente en esa imagen. Ahora bien: ¿lo logra? El artículo analiza hasta qué punto los resultados regionales de la aplicación de la política de cohesión han afectado a las percepciones de la UE antes y después del auge de la crisis económica con el fin de arrojar más luz sobre la capacidad de esta política para dar forma a la identidad de los ciudadanos de la UE en las diferentes regiones europeas. 2008年以降、政治危機と経済危機が重なり、欧州連合(EU)に大きな影響を与えた結果、EUに対する市民の印象は大きく悪化し、EUの正当性と将来性が損なわれた。欧州地域全体の様々な投資プロジェクトに資金を供給する結束政策は、EU市民の生活に直接的に影響を与えるものであるが、これはEUが自由に使うことができる、EUに対する市民の印象にポジティブな影響を与え得る鍵といえる。しかし実際はどうであるか。本稿では、結束政策の実施における地域のパフォーマンスがEUに対する認識に、経済危機の前と後でどの程度影響したかを徹底的に調査し、この政策が欧州の各地域における市民のEUへの帰属意識を形成する能力を解明する。
