Spatial aspects of devolution in the UK: The case of England

Abstract

After surveying the various forms of devolution, attention is drawn to the arrangements for the devolution of certain powers to local authorities in particular areas of England. These can be grouped into three spatial levels: the metropolitan county; the non‐metropolitan county; and the region. Although the devolved powers (in terms of particular functions or services) are similar, their depth and complexity varies across spatial levels. The major historical and political characteristics of each spatial level are discussed, together with the associated benefits and limitations of devolution. The conditions under which devolution to different levels may take place are then examined. The overall effect of the programme in England will inevitably cause the devolution landscape of the UK to assume an increasingly uneven structure. Tras examinar las distintas formas de descentralización, este trabajo llama la atención sobre las modalidades de transferencia de determinadas competencias a las autoridades locales en determinadas zonas de Inglaterra. Estas se pueden agrupar en tres niveles espaciales: el condado metropolitano, el condado no metropolitano y la región. Aunque las competencias transferidas son similares (en términos de funciones o servicios en particular), su profundidad y complejidad varían según los niveles espaciales. Se examinan las principales características históricas y políticas de cada nivel espacial, así como las ventajas y limitaciones de la descentralización. A continuación, se examinan las condiciones en las que puede tener lugar la descentralización a diferentes niveles. El efecto global del programa en Inglaterra hará que el panorama de la descentralización en el Reino Unido adopte una estructura cada vez más desigual. 権限委譲の様々な形式を調査したところ、イングランドの特定の地域における地方当局に権限を委譲する準備の過程に注意が向けられた。これらの過程は、大都市圏内のカウンティ、大都市圏外のカウンティ、地方、以上の3つの空間レベルに分類される。(機能やサービスに関して)委譲された権限が似ているものであっても、その深さと複雑さは空間レベルによってそれぞれ異なっている。それぞれの空間レベルの歴史的および政治的な主な特徴を、関連するベネフィットと権限委譲の限界とともに考察する。その次に、権限委譲のそれぞれの空間レベルにおいて生じる条件を検討する。イングランドにおける政策プログラムの全体的な効果により、英国における権限委譲の展望として、ますます不均一的な構造を前提とすることは避けられなくなると考えられる。
