The resilience of cities to economic shocks: A tale of four recessions (and the challenge of Brexit)

Abstract

This paper examines the resilience of British cities to major economic shocks. Using a novel data set for 85 cities, it analyses their resistance to and recovery from the last four major recessions, over the period 1971 to 2015. It reveals a distinct shift in the relation between resistance and recovery between these shocks, as well as major differences between northern and southern cities. Some possible factors shaping these patterns are explored, and tentative estimates of the likely impact of the Brexit shock (Britain's withdrawal from the European Union) are also provided. A key implication is that differences in resilience to major shocks can contribute to the long‐run growth paths of cities. Este artículo examina la resiliencia de las ciudades británicas a las grandes perturbaciones económicas. El estudio emplea un novedoso conjunto de datos de 85 ciudades para analizar su resistencia y su recuperación a las cuatro últimas recesiones principales, durante el período 1971 a 2015. Los resultados ponen de manifiesto un cambio claro en la relación entre resistencia y recuperación entre estas perturbaciones, así como diferencias importantes entre las ciudades del norte y del sur. Se exploran algunos de los posibles factores que moldean estos patrones, y también se proporcionan estimaciones provisionales del probable impacto de la perturbación causada por Brexit (la retirada de Gran Bretaña de la Unión Europea). Una implicación clave es que las diferencias en la resiliencia a perturbaciones importantes pueden contribuir al crecimiento a largo plazo de las ciudades. 本稿では、大きな経済危機に対するイギリスの都市のレジリエンスを検討する。85都市の最新のデータセットを用いて、1971~2015年における、これら都市の、最近の4つの大きな景気後退に対するレジリエンスおよびそこからの回復を分析する。結果から、北部と南部の都市間の大きな違いと、これらの危機の間の抵抗と回復の関連性の明確な変化が明らかになった。これらのパターンを形成する可能性のある因子を探索し、予想されるBrexitショック (欧州連合からのイギリスの脱退)の影響の暫定的な推定値も得られた。この知見の意義は、大きなショックに対する回復力の違いが都市の長期的な成長過程に寄与しうるということである。
