The spatial structure of the labour market across public jobcentres. Does their accessibility matter?

Abstract

The objective is to analyse how one's place of residence affects the probability of finding a job and to measure the definition of the public jobcentre catchment area, which contributes to improving labour outcomes in the most deprived areas. We propose a multilevel model to estimate the probability of finding a job controlling for individual characteristics and discerning the effect of the place of residence and the contribution of public employment centres. We use an administrative register of jobseekers (70,379) grouped by 384 postal codes and 24 jobcentres. The econometric results confirm the hypothesis that there is a strong residence effect that is not sufficiently mitigated by public employment services. El objetivo de este estudio es analizar cómo afecta el lugar de residencia de cada persona a la probabilidad de encontrar un empleo y medir la definición de la zona de captación del centro público de empleo, lo que contribuye a mejorar los resultados para la mano de obra en las zonas más desfavorecidas. Se propone un modelo multinivel para estimar la probabilidad de encontrar un empleo, para lo cual se controlaron las características individuales y se entendió el efecto del lugar de residencia y la contribución de los centros públicos de empleo. Se utilizó un registro administrativo de demandantes de empleo (70 379) agrupados en 384 códigos postales y 24 centros públicos de empleo. Los resultados econométricos confirman la hipótesis de que existe un fuerte efecto del lugar de residencia que no está lo suficientemente atenuado por los servicios públicos de empleo. 本稿の目的は、ある個人の居住地が仕事を見つける確率にどのように影響するかを分析し、公共の職業センターの管轄地域の定義を評価することである。これは、最も貧しい地域における労働成果の改善に貢献する。個人の特性をコントロールし、居住地の影響と公共の職業センターの貢献を識別して、仕事を見つける確率を推定するマルチレベルモデルを提案する。ここでは、384の郵便番号と24の職業センターで分類された求職者(70,379名)の登録データを使用する。計量経済学的分析の結果は、公共の就職支援サービスでは十分に減弱できない、居住地による強い効果が存在するという仮説を支持するものである。
