Regional Economic Integration and the Volume of Intra‐Regional Trade: A Comparison of Developed and Developing Country Experience

Abstract

We examine the effect of five regional integration schemes on the volume of intra‐member trade by means of a gravity model of trade. Parameters for the model are estimated from observations on bilateral trade flows among 46 developed and developing countries from 1954 to 1977. We find that two developed country schemes, the EEC and EFTA and one developing country schema, the Central American Common Market increased intra‐member trade by a factor of four. The Andean Pact and the Latin American Free Trade Area had no effect on intra‐member trade. The ability of integration schemes to increase intra‐member trade is shown to vary directly with the per capita incomes of the integrating countries and inversely with the distance between them. Der Artikel untersucht die Auswirkungen fünf verschiedener regionaler Integrationssysteme auf den Umfang des Handels zwischen den Mitgliedstaaten anhand eines Gravitationsmodelles. Die Parameter des Modelles werden aufgrund von Beobachtungen des Handelsverkehrs zwischen 46 entwickelten und entwicklungsfähigen Ländern der Periode von 1954 bis 1977 geschätzt. Für drei Integrationssysteme, die EG, die EFTA (entwickelte Länder) und den gemeinsamen zentralamerikanischen Markt (entwicklungsfähige Länder), konnte ein bedeutender Einfluss auf den Umfang des Handels festgestellt werden: Der Handel zwischen den Mitgliedstaaten hat sich vervierfacht. Keine solche Auswirkung konnte für den Anden‐Pakt sowie für die latein‐ amerikanische Freihandelszone festgestellt werden. Die Fähigkeit eines Integrations‐systemes, den Handel zwischen seinen Mitgliedstaaten zu fördern, hängt vom jeweiligen Pro‐Kopf‐Einkommen sowie invers von der Distanz zwischen den Partnern ab. Dans cet article les auteurs étudient les conséquences de cinq dispositifs d'intégration «régionale» sur le volume des échanges entre les pays membres de ces structures régionales. Ils utilisent pour cela un modèle gravitationnel des échanges commerciaux. Les paramètres de ce modèle sont des estimations tirées d'études sur les flux d'échanges bilatéraux entre 46 pays développés et en voie de développement de 1954 à 1977. Dans le cas de deux regroupements de pays développés (l'A.E.L.E. et la CEE) et d'un regroupement de pays en voie de développement (le Marché commun d'Amérique centrale), les échanges entre pays membres ont été multipliés par quatre. Par contre le Pacte Andin et la zone latino‐américaine de libre échange n'ont eu aucun effet. Les dispositifs d'intégration économiques accroissent d'autant plus les échanges entre pays membres que le revenu par habitant des pays membres est élevé et que leur proximité géographique est grande.
