Tác động của chi tiêu công lên tăng trưởng kinh tế Đông Nam Bộ: Bằng chứng thực nghiệm

Abstract

Đông Nam Bộ được đánh giá là khu vực kinh tế trọng điểm và phát triển năng động ở phía Nam trong đó Thành phố Hồ Chí Minh được xem là đầu tàu kinh tế của toàn bộ khu vực phía Nam. Khu vực này nhận được khá nhiều chi tiêu công của nhà nước cho cả chi thường xuyên lẫn chi đầu tư, liệu việc chi tiêu này có hiệu quả hay không khi xét ở góc độ tăng trưởng kinh tế ở khu vực này? Để trả lời câu hỏi nghiên cứu này, bài viết đánh giá thực nghiệm tác động của chi tiêu công lên tăng trưởng kinh tế ở 06 tỉnh/thành ở khu vực Đông Nam Bộ từ 2005 đến 2018 bằng phương pháp ước lượng GMM sai phân. Tính bền của các ước lượng được kiểm tra bằng phương pháp IV-FE. Kết quả ước lượng cho thấy chi tiêu công làm giảm tăng trưởng kinh tế ở khu vực này. Tuy nhiên, dân số và cơ sở hạ tầng lại thúc đẩy tăng trưởng kinh tế. Các phát hiện này đề xuất một số hàm ý chính sách quan trọng liên quan đến chi tiêu công và tăng trưởng kinh tế cho khu vực Đông Nam Bộ.
