State regulation in the sphere of land resource use in the conditions of a changing security environment

Abstract

Within the scope of the article, it is determined that the state policy in the field of land resources is at the stage of bringing it into line with European and world norms regarding the proper management and control of land relations. The main directions of state regulation of the use of land resources in Ukraine are summarized. The regulatory and legal provision of control over the use of agricultural land is analyzed. The main instruments of state regulation of the use of land resources are substantiated, including legal, administrative, organizational and economic ones. In order to promote a more balanced and rational use of the land fund, to reduce corruption in the field of land relations, measures have been proposed that must be implemented at the state level, which will contribute to the improvement of the procedure of control over the use of land. It has been proven that today control over the use of land resources is the main provision of the country's food security in the strategic perspective of the country's post-war recovery. The directions of state control over the use of natural resources are outlined, namely: state control over the use of land resources of all forms of ownership and categories is regulated by the State Service of Ukraine for Geodesy, Cartography and Cadastre; state supervision of compliance with environmental requirements for the exploitation of land resources, which is carried out by the State Environmental Inspection of Ukraine; state control of land fertility monitoring is carried out by the Ministry of Agrarian Policy and Food of Ukraine. The road map for the development of land reform in Ukraine has been improved with the identification of tasks for each chosen direction, in particular: the introduction of market land relations, the formation of an agrarian register, improvement of the quality and completeness of cadastral data, the development of mortgage lending and access to financing of small producers, assistance to citizens in planning and management land resources, protection and land management of protected areas.
