Strategic priorities and tasks for improving the efficiency of public regulation in Ukraine

Abstract

The purpose of the article is to highlight strategic priorities and tasks for improving public regulation in Ukraine from the point of view of practice. It was found that in the conditions of deepening integration processes, the regulatory activity of public authorities needs a clear definition of the main principles and directions of development, therefore, the system of public regulation should be open to everyone and based on an optimal combination of principles, mechanisms, methods and means of regulation. The transition of Ukraine to a new stage of development in economic, social, and political relations after the Revolution of Dignity in 2013-2014 has set new strategic priorities and tasks for the government, business, and society. One of these tasks is the development and improvement of public governance in Ukraine as a catalyst for the development of local communities, regions, and the country as a whole, not only in terms of infrastructure but also in the development and enhancement of relationships and dialogue between society, public authorities, and business representatives. The aforementioned highlights the need to search for new strategic priorities and tasks in reforming public governance as a system of governance relationships and underscores the application of advanced management experience to optimize and enhance the effectiveness and efficiency of public authorities. Therefore, the relevance of the article lies in identifying the fundamental principles for enhancing the efficiency of public governance in Ukraine at the present stage. Studies show that today Ukraine is making active efforts to develop the possibility of becoming a full member of the European Union. This reason dictates the need to improve the efficiency of public regulation in Ukraine. The analysis shows that the current state of regulatory activity of public authorities in Ukraine remains ineffective, as the system of public regulation is to some extent corrupt and contradictory, which is a significant obstacle to positive changes in society and the country. It was revealed that in the course of reforming the regulatory activity of public authorities, it is expedient to focus attention on the creation of new institutions, organizational structures and instruments of state regulation in the sphere of public authority. This strategic priority of increasing the efficiency of public regulation in Ukraine is one of the main ones, as it is related to the need to rationalize the system of central executive bodies and increase the efficiency of these bodies through public regulation. In view of that, the strategic priorities and tasks of improving the efficiency of public regulation in Ukraine should be : reforming central executive bodies, parliamentary reform, reforming local self-government bodies, and reforming regional and district state administrations.
