Opportunities and risks of the use of artificial intelligence in public administration

Abstract

The article examines the possibilities and risks of using artificial intelligence in public administration. Artificial intelligence is a promising technology that can effectively influence the processes of management, decision-making and communication with the public. However, along with the opportunities, the use of artificial intelligence also refers to the risk aspects. Artificial intelligence is defined in the context of public administration and its importance for modern society and the public sector is noted. The possibilities of using artificial intelligence in public administration are considered, in particular the automation and optimization of processes, the improvement of decision-making based on the analysis of large volumes of data, the effective performance of administrative duties and the improvement of interaction with the public. The risks of using artificial intelligence in public administration are identified. Ethical issues and problems of data privacy, unpredictability and inadequacy of liability algorithms, impact on employment and jobs, as well as security and privacy threats are highlighted. There are examples of successful implementation of artificial intelligence in public administration, in particular in the field of traffic management, data analysis for forecasting demand for social services and improving service quality. AI is proving to be a useful tool for automating routine tasks, analyzing and predicting data, policy analysis, improving citizen services, resource planning, supporting decision-making and many other aspects of public administration. Several key risks related to the use of AI in this area are highlighted: ethical issues that help in the collection and use of personal data of citizens; the dependence of artificial intelligence on the quality and reliability of the original data can lead to incorrect conclusions and, accordingly, incorrect decision-making. Emphasis is placed on the importance and caution when implementing artificial intelligence in public administration, with special attention to ethical aspects and data quality.
