Strategic management of the potential of regional economic systems

Abstract

The article is devoted to highlighting the principles of strategic management of the potential of regional economic systems. It has been proven that strategic management of the potential of regions ensures the potential-forming space of regional economic systems. The functions and principles of strategic management of the potential of regions are substantiated, among which the application of a program-target approach in managing the potential of regions, systematic management, mobilization of resources, coherence of interests of regional subjects and legitimacy make it possible to take into account general social values and build a strategy of managing potential taking into account the interests of various economic subjects of regional economic systems. The general orientation of the management of the potential of regions with other strategic goals of the development of regional economic systems, including: social, democratic, economic, scientific and innovative development and environmental security, is substantiated. The factors that have a negative effect on the decisions made regarding the provision of the potential-forming space of regional economic systems are identified, namely: the instability of the institutional system, financial-economic, scientific-technical, socio-demographic and environmental factors. The advantages of strategic management of the potential of regional economic systems are substantiated. Strategic management of the potential of regional economic systems makes it possible to fully take into account existing features and specificities of regions and to single out the necessary strategic management mechanisms to take them into account. The main advantages of strategic management of the potential of regional economic systems should include: specific goal-setting of the region’s development vector and provision of potential-forming space, coordination of activities of regional entities in the direction of provision of potential-forming space and disclosure of the latent potential of territories, clear organizational distribution of tasks to achieve set goals, selection of alternative means and selection of the necessary tools to achieve the set goals. The need to assess the problems of direct strategic management of the potential of regions has been proven. The conclusions of the study of the principles of strategic management of the potential of regional economic systems are substantiated.
