Sürdürülebilir Çevre Çevre Teknolojileri ve Vergileri Kapsamında Ekonometrik Bir İnceleme

Abstract

Endüstrileşme süreci ile küresel ölçekte üretim hacmi artmıştır. Derinleşen ticari ve finansal küreselleşme ile birçok ekonomide yeni fırsatlar ortaya çıkmıştır. Fakat bu gelişmeler çevre kirliliği ve iklim değişikliği gibi önemli tehditleri de beraberinde getirmektedir. Sürdürülebilir çevre kapsamında çevre kirliliğinin önlenmesi için birçok ülkede birtakım önlemler alınmıştır. Bu kapsamda yer alan çevre vergileri, 1990’lı yıllarda Türkiye ekonomisinde uygulamaya konulmuştur. Pigocu vergi kapsamında değerlendirilen çevre vergileri, faaliyetlerine göre; enerji, ulaşım, kirlilik ve kaynak unsurları üzerinden alınmaya başlanmıştır. Bu çalışmanın temel amacı çevre vergilerinin ve çevre teknolojileri ile ilgili patentlerin, çevre kirliliği üzerindeki etkisini araştırmaktır. Çevre kirliliği göstergesi olarak CO2 emisyonu kullanılmıştır. Çalışmada Türkiye ekonomisi açısından çevre vergileri, çevre teknolojileriyle ilgili patentler, enerji tüketimi, ekonomik büyüme ve CO2 emisyonu arasındaki eşbütünleşme ilişkisi 1994-2021 dönemine ait yıllık verilerle incelenmiştir. Ekonometrik metot olarak ARDL sınır testi uygulanmıştır. Ampirik sonuçlar uzun dönemde çevre vergileri ve çevre teknolojileriyle ilgili patentlerin CO2 emisyonunu azalttığını ortaya koymuştur. Diğer yandan enerji tüketimi ve ekonomik büyümenin ise CO2 emisyonunu artırdığı sonucu elde edilmiştir.
