Enflasyon Hedeflemesi Rejiminin Taylor Kuralı Kapsamında Heterojen Panel Veri Analiziyle İncelenmesi

Abstract

Merkez bankaları politika faiz oranlarını belirlerken kurala dayalı bir yaklaşım izlediğinde para politikalarının etkinliğinin arttığı ön görülmektedir. Bu çalışmanın amacı, enflasyon hedeflemesi rejimini uygulayan ülkelerde politika faiz oranlarının belirlenmesinde etkili olan makroekonomik unsurları Taylor Kuralı kapsamında test etmektir. Bu kapsamda gelişmekte olan beş ülke için (Türkiye, Polonya, Meksika, Brezilya ve Macaristan) 2008-2018 dönemlerine ilişkin çeyreklik veriler kullanılmıştır. Çalışmanın bağımlı değişkeni politika faiz oranını temsilen Bankalar arası para piyasası (Interbank) verileri kullanılmıştır. Çalışmanın bağımsız değişkenleri ise reelfaiz oranı, enflasyon oranı, çıktı açığı, enflasyon açığı ve döviz kuru açığıdır. Açık değişkenler Hodrick Prescot (HP) Filtreleme tekniği ile elde edilmiştir. İlk olarak ele alınan gelişmekte olan beş ülke için değişkenlerin durağanlık yapıları, parametre homojenliği ve yatay kesit bağımlılığı incelenmiştir. Daha sonra model Taylor Kuralı kapsamında Görünürde İlişkisiz Regresyon (GİR) Yöntemiyle tahminlenmiştir. Elde edilen bulgulara göre çıktı açığı değişkeni katsayısı beş ülke için de istatistiki olarak anlamlıdır. Gelişmekte olan ülkeler ekonomik büyümeyi hedeflemektedir bu sebeple çıktı açığına duyarlı bir yapıda olmaları olası bir sonuç olarak değerlendirilebilmektedir.
